The question sounds simple, but it hides two different numbers that people constantly confuse: external lines (the ones you pay the phone company for) and extensions (the internal phones). A useful starting point: most small businesses with up to 20 staff need only 1 to 4 external lines – because not everyone talks on an outside call at the same time. This guide gives you a simple rule of thumb, real examples, and a 5-step method to count your own needs accurately.
What Is the Difference Between Phone Lines and Extensions?
- External lines (CO lines / trunks) connect your business to the public telephone network. You typically pay your carrier per line. With a PABX, several staff can share these lines.
- Extensions are the internal phones connected to your system (e.g. 601, 602, 603). Extensions call each other for free and share the external lines.

How Many External Lines Does a Small Business Actually Need?
A widely used rule of thumb is 1 external line for every 3 to 5 employees for normal office use, and 1 line for every 2 to 3 employees if your team makes many outgoing calls. In practice:
A good practical test: count your busiest hour and estimate how many outside calls your team makes or receives at the same moment. That number, plus one spare, is a safe line count.
How Many Extensions Do You Need?
Extensions are cheap – plan one for every person who needs a phone, plus a few spares for meeting rooms, reception, the manager and future hires. A business of 8 people usually installs 8 to 12 extensions. Because PABX systems support simultaneous internal calls beyond the number of external lines, internal conversation capacity is rarely the bottleneck.
What If You Outgrow Your System?
Two ways to grow:
- Buy a bigger system now if you expect to grow within 2 years. A 3-line/8-extension unit covers most teams under 10; move up to 4 lines / 16 extensions for 10-20 staff.
- Right-size and upgrade later. PABX hardware has a long service life, and systems from the same family make replacement straightforward – your phones and wiring are usually reusable.

- Count staff who need a phone – that is your minimum extension number.
- Add 2-3 spares for reception, meeting rooms and future hires.
- Watch your busiest hour for three working days; note the peak number of simultaneous outside calls.
